The centre for tax analysis in developing countries

In June 2025, the Ministry of Finance and Economic Planning (MINECOFIN) hosted a four-day introductory training on tax policy in collaboration with TaxDev and the International Monetary Fund (IMF).

The training brought together nineteen tax policy stakeholders from MINECOFIN, the Rwanda Revenue Authority (RRA), the Private Sector Federation (PSF) and the Ministry of Trade and Industry (MINICOM).

Delivered jointly by experts from TaxDev and the IMF, the training covered essential topics such as the purpose of taxation, key economic concepts, the role of a tax policy unit, how to appraise tax policies, revenue forecasting methods, and distributional analysis. Participants also examined features specific to Rwanda’s current tax system.

Through interactive discussions and practical group exercises, the programme emphasised applied learning and policy relevance, reinforcing the government’s commitment to evidence-based policy making.
