On Friday 6th June 2025, TaxDev researcher Hazel Granger delivered a presentation at the Fifth Virtual Meeting of the Community of Practice on Tax Expenditures, organised by the Addis Tax Initiative (ATI), the Council on Economic Policies (CEP), and the German Institute for Development and Sustainability (IDOS).
Hazel's presentation focused on sharing practical examples of tax expenditure reform and in particular highlighting the role that evidence played in those policy decisions either from the enhanced reporting of tax expenditure, by further evaluation of their effectiveness, or analysis of the impact of the reforms.
More broadly the discussion highlighted the importance of peer learning, particularly around the value of structured, country-led processes for defining benchmark tax systems, estimating revenue forgone, and improving transparency.
