Rwanda’s tax expenditure report for 2018/19 was completed and published in June 2020. The publication was the culmination of a collaboration between TaxDev, the Ministry of Finance and Economic Planning and the Rwanda Revenue Authority. TaxDev delivered a workshop for a technical team of eight officials, training sessions and analysis to support the team over the course of four months.

The report, co-written by TaxDev and government officials, measures public expenditure that took place through various policy provisions in Rwanda’s tax system during the Financial Year 2018/19. The analysis underlying it uses models prepared by the IMF in 2018 that draw on administrative micro-data and national statistical outputs. As part of its long-term collaboration, TaxDev has contributed to the delivery of two published tax expenditure reports, the first of which was published in 2019. Our assistance is supporting the improved transparency of reporting on expenditure through the tax system as well as building capabilities to establish the reporting on an annual basis.
