Our partnership in Nigeria focuses on:

  • Providing technical support in the formulation, design, and analysis of tax policy options;
  • Strengthening the tax policymaking process, including building technical capacity within the TPD for evidence-based research and analysis; and
  • Supporting the use of data, models, and practical tools to inform tax policy design and implementation.

The aim of our work is to help enhance the performance of Nigeria’s tax system — raising revenue more efficiently and equitably, in line with Nigeria’s broader fiscal and economic reform agenda. To achieve this, we work closely with the TPD and relevant agencies to identify priority areas, improve access to and use of tax data in policy analysis, and build in-house analytical capacity through joint projects, training, and hands-on technical support.

So far, we have supported the TPD in drafting a comprehensive medium-term work plan that identifies key priorities for the division; conducting analytical research on various aspects of the tax reform bill; and supporting detailed policy analysis in areas such as excise duty reform, tariff policy, and the review of tax incentives frameworks. We have also delivered training workshops to strengthen the team’s understanding of tax policy principles and to build practical skills for using data and models in their day-to-day work.

Our current and ongoing work will continue to empower the TPD by building their capacity to conduct rigorous tax policy analysis. We'll also support the implementation of new tax reform bills, facilitate effective engagement with stakeholders, and enable them to communicate clear, evidence-based advice to policymakers, ultimately supporting sound fiscal decision-making for Nigeria's future.
